Executive Order No. 1: Advancing Linguistic Diversity and Multilingual Engagement in Federal Policy
By the authority vested in me as Fantasy President of the United States by the Constitution and the laws of the United States of America, it is hereby ordered as follows:
WHEREAS America’s history is rich with linguistic diversity, from the Founders’ proficiency in French and other diplomatic languages to the multilingual regiments of the Civil War, whose officers gave commands in as many as seven languages;
WHEREAS the strategic use of foreign and heritage languages has contributed to national security, as demonstrated by the use of Hungarian for Union telegraphic code during the Civil War and the Navajo Code Talkers in World War II;
WHEREAS modern innovation, commerce, and diplomacy require Americans fluent in diverse global languages, including Spanish, French, Chinese, Arabic, and Indigenous tongues;
WHEREAS the presence of multiple languages within our borders strengthens our society, enhances our international influence, and empowers our communities;
WHEREAS Americans are united not by a single tongue, but by their shared commitment to liberty, equality, and God-given rights;
NOW, THEREFORE, I hereby order:
Section 1. Policy
It is the policy of the Federal Government to regard linguistic diversity as a source of national strength, unity, and security. The United States shall promote the respectful inclusion and engagement of all language communities within our borders.
Section 2. Agency Responsibilities
(a) Executive departments and agencies shall expand multilingual access to services, programs, and public information.
(b) Agencies shall recognize the historical contributions of language communities—including immigrants and Native Americans—in the military, diplomacy, and civic life, and shall encourage public education about this history.
(c) The Department of Education shall support dual-language and multilingual programs and encourage the teaching of languages of global, scientific, and diplomatic significance, including Spanish, French, Chinese, Arabic, Indigenous languages, and others.
Section 3. National Security and Innovation
The Federal Government shall invest in language education and outreach to support national security, international diplomacy, intelligence, and economic innovation, including the recruitment and recognition of individuals fluent in multiple languages, as exemplified by historical military units such as the Civil War’s Garibaldi Guard and the codebreakers in World War II.
Section 4. Outreach and Global Engagement
Agencies shall undertake proactive outreach to foster goodwill and encourage voluntary English learning abroad, recognizing that language exchange strengthens alliances and mutual understanding.
Section 5. Rights and American Identity
The United States affirms that its people are united not by a single language, but by their shared commitment to liberty, equality, and God-given rights.
Section 6. Implementation
The heads of all executive departments and agencies shall implement the provisions of this Order, reporting annually to the President on progress and recommendations for further action.
This Order shall take effect immediately.
